General Information
Comma-Delimited and Tab-Delimited Text
Files must have a carriage
return and line feed at the end of each record. Each field must be
separated from other fields by a comma (for comma-delimited files)
or by a tab (for tab-delimited files) and conform to the data type
(A/N, N, L, or Date) indicated.
Flat/Fixed Length ASCII Text Files must
have a carriage return and line feed at the end of each record. Each
field in the records must appear in the exact columns indicated in the
specifications under Flat/Fixed Column(s), not contain delimiters, commas,
or tabs between fields, not exceed the field length indicated, and conform
to the data type (A/N, N, L, or Date) indicated.
Microsoft Excel Spreadsheet Files must appear in the exact order specified in the record layouts in this section and conform to the data type (A/N, N, L, or Date) indicated.
We require that you save your Excel data as a CSV (comma-separated values) file, and import the CSV file into AAPlanner instead of importing the XLS file. AAPlanner 7.0 does not support XLS/XL5 data files for import. AAPlanner 7.0 is designed to accept either CSV or Flat/Fixed Length ASCII text files.
Inconsistencies between Excel versions in the way
numeric and date data are stored can adversely impact the AAPlanner import
function.
Data Type Requirements
- Fields marked A/N (alphanumeric)
can be made up of numbers, letters, and any keyboard character except
double quotes ("). For comma-delimited and tab-delimited files, data
should be delimited by double quotes (that is, use double quotes to
indicate the beginning and the end of the data in the field).
- Fields marked N (numeric) must
consist of numbers only. If decimals are used, use a period (.) to
indicate the position of the decimal point. If a numeric field is left
blank, AAPlanner fills it with zeros.
- Fields marked L (logical) must
consist of the values T (for "true"), F (for "false"), Y (for "yes"),
or N (for "no").
- Fields marked Date must be in
the one of the following formats:
- For comma-delimited and tab-delimited files,
dates must be in the format mm/dd/yy, mm/dd/yyyy, or yyyymmdd.
- For flat/fixed length ASCII files, dates must
be in the format yyyymmdd.
- For spreadsheets, dates should be in the format
mm/dd/yy if the column is a text-formatted column on the spreadsheet.
Preferably, dates should be in a numeric type column on the spreadsheet
and formatted in any acceptable date-only format.
Employee Import Record Format
Each employee data record in AAPlanner consists
of the fields listed here. Some of the fields are required and
others are optional.

Project Planning
- Validate affirmative action plan structure.
Peopleclick will review all information on physical locations to determine
what mix of sites and locations constitute a facility or establishment
for affirmative action planning purposes. We will consider factors
at each location such as: number of employees, the nature of their
activities, and the commonality of recruitment and promotion patterns.
- Validate external recruitment labor market areas.
Peopleclick will validate, by job group within each plan, the reasonable
recruitment labor areas for coordination with the available Census
information.
- Included/Excluded Employees ("Corporate Initiative").
Peopleclick will determine which positions are physically resident
in one affirmative action plan, where employment decisions are made
by another affirmative action planning location. To comply with Directive
830 as revised, Peopleclick will identify which positions are affected
and the AAP to which these positions report.
- Identify the data element
requirements.
The Peopleclick consultant will work with you to identify those data
elements that are necessary for creation of your affirmative action
plan(s).
Affirmative Action Plan Setup
- Review /Assign Job Groups.
Peopleclick will use the job titles and descriptions from your data
file to analyze the definition and consolidation of jobs into job
groups.
- Review/Assign Census Occupation Codes.
Peopleclick will review or assign Census Occupation Codes to your job
titles based on information provided in the data file such as job
title and EEO category code.
- Identify and correct missing or invalid
employee information.
Peopleclick will take the data file and validate the information. Errors
and inconsistencies will be highlighted for correction.
- Compile and
load Census data for the relevant labor markets.
Peopleclick will compile the appropriate Census data for each reasonable
recruitment labor area for each affirmative action plan. Peopleclick
uses the 2000 Special EEO File data to ensure that your availability
numbers are as "fine-tuned" as possible. This helps produce realistic
and achievable availability goals. Peopleclick provides unlimited Census
data as a part of the AAP Implementation Services.
- Load current year
employee data.
When Peopleclick receives the data file from you, we load the information
into the software. We use the software system for affirmative action
plan generation.
- Analyze and adjust value weights to all relevant
factors.
Peopleclick will analyze and adjust the value weights for all the factors
used in availability calculation. If more job titles from of a particular
job group come from a particular Census Occupation code than another,
the weighted average is used, rather than a strict numerical average
in accordance with regulations. This results in more accurate availabilities,
a more defensible plan, and lessens the chance of generating a "false" shortfall.
Affirmative Action Plan Creation
- Prepare Organizational Profile (Workforce Analysis)
or Organizational Display.
Peopleclick will use the information from your data fileto analyze
the current workforce representation of protected classes, by department.
- Calculate
total protected class availability.
Peopleclick will use the external protected class availability, combined
with internal availability of protected classes, to determine the
total protected class availability for each job group.
- Calculate the
current utilization of each protected class by job group.
Peopleclick will use your employee information to calculate the current
utilization of each protected class by job group.
- Prepare the Incumbency
vs Availability Analysis.
Peopleclick will use the availability figures and utilization totals
previously calculated, to prepare the Incumbency vs. Availability
Analysis. This analysis and supporting documents for completion of
the empirical portion of your AAP(s) as required by current federal
regulations will be provided to you.
- Identify underutilized job groups.
Peopleclick will identify the underutilized job groups and provide
a Placement Goals report with those job groups and the applicable
goal placement rate identified.
- Prepare and provide preliminary Affirmative
Action plan reports.
Peopleclick will provide all your affirmative action plan reports in
Pdf form.
- Report Review.
The Report Review is an opportunity for you to talk with the Peopleclick
consultant, and review the affirmative action reports. All the AAP
reports will be explained during this call.
- Make any changes to the
preliminary set of plan reports.
You will be given the opportunity to provide feedback on the preliminary
set of plan reports. Your Peopleclick consultant will make the changes
in the software.
- Prepare and provide final Affirmative Action plan
reports.
Peopleclick will provide all your affirmative action plan reports in
Pdf form.
- Prepare and provide final facility backup files.
Peopleclick will provide backup files for each of your facilities.
